Principal, Co-Founder, Construction Engineering Manager

John currently serves as Vice President Engineering, and Construction Engineering Manager for R2M Engineering, LLC. In his role he brings over 35 years transportation experience much of which was spent in direct construction management for the Texas Department of Transportation. As TxDOT Area Engineer and Director of Construction for more than 20 years,  John was instrumental in ensuring quality projects were delivered while minimizing potential delays and costly contractor conflicts. He directly oversaw projects valued at over $100 million, most of which were delivered on time and with no end-of-project claims.

In addition to his experience in construction management, John directed the materials laboratory personnel in the Lubbock district for 15 years. He is a graduate of the prestigious Eno Center for Transit Leadership – Executive Development Program and the National Highway Institute’s Transportation Materials Course.  John served on the TxDOT Research Management Committee One (Construction and Maintenance) for 12 years. During that time he served as a research Project Director and Project Coordinator for several projects involving construction materials, working closely with researchers from Texas A&M, University of Texas-Austin, University of Texas-El Paso, and Texas Tech University.

While at R2M Engineering, John has been involved in the TxDOT specification re-write project and other transportation related projects. He leads a customer-focused team with emphasis on delivering quality projects and customer satisfaction. John understands the key challenges facing the Construction Engineering & Inspection industry and brings strong experience in both public service and private sector consulting. These combined are keys to providing timely, creative, and quality service to transportation partners.

Managing Member, Co-Founder, President

David currently serves as President of R2M Engineering and has over 15 years of experience in Transportation and Environmental engineering, including over 6 years of experience with the TxDOT Lubbock District. As a Project Designer for TxDOT, David developed plans, specifications, and estimates (PS&E) for a number of different types of projects including rehabilitation and reconstruction projects for major and minor roadways, bridge rehabilitation and reconstruction projects, safety improvement projects, and numerous routine maintenance contracts.

In addition to his PS&E experience, David also has extensive experience in construction inspection and management. As a Project Engineer for TxDOT, David was responsible for coordinating change orders, resolving design and construction issues, designing minor field changes, resolving utility conflicts, coordinating and approving the traffic control changes, and resolving construction management and inspection issues for a number of constructions projects, including the Marsha Sharp Freeway Phase 2, valued at $131 million.

As President of R2M Engineering, David leads a diverse team of engineers, safety and environmental professionals, technicians, and administrative support staff all focused on providing quality work and excellent customer service. Under his leadership, R2M Engineering has experienced continued growth in revenue, diversification of its project portfolio, and a sustained expansion of its market share. In addition, his management experience, David has also worked on numerous air permit projects, storm water pollution prevention plans (SWP3s), and site civil design for residential and commercial development. With his unique combination of experience and diverse background, David has the ability to fill a variety of roles to best support any team.

Associate, Traffic & Roadway Engineering Manager & Lead Surveyor

Jere currently serves as Vice President, Traffic & Roadway Engineering Manager and Surveying Manager for R2M Engineering, LLC. In his role he brings 40+ years engineering & surveying experience including 14 years as the City of Lubbock Traffic Engineer, 4 years with the Arizona D.O.T. managing their on-call consulting program in Highway Plans covering over 100 projects statewide, and over 26 years as a consultant on transportation, land development, facilities engineering and surveying projects in Texas, New Mexico, Arizona and California. Mr. Hart has managed, designed and/or reviewed over $2.5 billion worth of projects primarily in Transportation including multiple freeways, arterial roadways, rural highways, bicycle routes, traffic signals, and ITS.

In addition to his design experience, while City Traffic Engineer, Jere oversaw the design-build of improvements to over 25 traffic signals while managing the overall operations of a joint TxDOT/City Traffic Management Center (TMC) with over 190 signals, 6 freeway cameras, and  3 freeway dynamic message signs (DMS). Mr. Hart has been actively involved in research including making multiple presentations on traffic operations and safety at national and statewide meetings for the Institute of Transportation Engineers (he is a fellow & life member) and American Public Works Association (member and past president of South Plains Branch). Jere served on the Transportation Research Board (TRB)- Panel for NCHRP 17-35 Evaluation of Safety Strategies at Signalized Intersections  from 2005-2011. Mr. Hart served as the chairman of the Lubbock MPO’s Transportation Advisory Committee (2006-08) and was the lead for the MPO’s Congestion Management System and ITS Master Plan (6/94 – 9/08).

While at R2M Engineering Jere has been involved in the design of 4 traffic signals, in Lubbock (one on FM 1585 & Quaker), Amarillo (Loop 335 & Legend Ave), and Midland (Briarwood & Holiday Hill)  including close coordination with both the Lubbock and Amarillo District Offices of TxDOT as well as the local cities’ staffs. He leads a customer focused team with emphasis on delivering quality & safe projects as well as customer satisfaction. Jere understands the key challenges facing the Transportation Engineering industry including an emphasis on safety, and brings strong experience in both public service and private sector consulting. These combined are keys to providing timely, creative, safe, and quality service to transportation partners in both the public and private sector.
